Sehr geehrte Damen und Herren vom Landratsamt, ich möchte hiermit förmlich Einspruch gegen das Bußgeld einlegen, mit dem mich Major Schmidt konfrontieren wollte. Der Beamte will in seinem Bericht gesehen haben, dass ich über das nötige Wissen zu den lokalen Regeln hätte verfügen müssen. Ich soll somit die neuesten Beschlüsse der Kommunalpolitik sowie des Ministerrats eigenhändig geprüft haben, bevor ich meine Fahrt antrat. Dabei mag die Helmpflicht zwar geltend sein, doch die Schilder waren am besagten Tag aufgrund von Bauarbeiten kaum sichtbar. Ich möchte einwenden, dass man Radfahrer nicht wie Freiwild behandeln darf, nur weil eine kleine Ausnahme in der Verordnung nicht sofort erkennbar ist. Es muss sich hierbei um ein Missverständnis handeln, da ich eine absichtliche Sabotage der Regeln sicher unterlassen hätte. Die Androhung einer Strafe kann in diesem Fall kaum legitimiert sein, da ich vorsorglich alle Sicherheitsvorkehrungen getroffen hatte. Vielleicht hätte die Behörde die neuen Regeln ausnahmsweise deutlicher kommunizieren können, anstatt sofort diese „Kriegserklärung“ zu versenden. Eine Überführung der Tat als vorsätzlichen Betrug lehne ich entschieden ab. Sollte es zu einer Verhandlung kommen, werde ich beweisen, dass die Drehzahl meines Motors stets im genehmigten Bereich lag. Eine dauerhafte Duldung von unerwünschtem Verhalten ist zwar nicht das Ziel, aber ich trug sogar einen Airbag-Helm und bin kein Krimineller, der lebenslänglich verfolgt werden sollte.

Dear Sir or Madam at the District Office, I would like to formally appeal the fine with which Major Schmidt intended to confront me. The officer claims to have seen in his report that I should have been in possession of the necessary knowledge regarding the local rules. I am thus supposed to have personally checked the latest resolutions of the local politics as well as the Council of Ministers before I set off. While the helmet requirement may be valid, the signs were hardly visible on the day in question due to construction work. I would like to object that cyclists must not be treated like fair game just because a small exception in the regulation is not immediately recognizable. This must be a misunderstanding, as I would certainly have refrained from intentional sabotage of the rules. The threat of a penalty can hardly be justified in this case, as I had taken all safety precautions as a precaution. Perhaps the authority could have communicated the new rules more clearly for once, instead of immediately sending out this 'declaration of war.' I strictly reject any conviction for the act as intentional fraud. Should it come to a hearing, I will prove that the RPM of my motor was always within the approved range. While a permanent tolerance of undesirable behavior is not the goal, I was even wearing an airbag helmet and am not a criminal who should be persecuted for life over a trifle.
